The United Nations System and the Verification Mission in Colombia reaffirm the importance of the Special Jurisdiction for Peace as the main instrument for guaranteeing victims' rights to justice

The United Nations System and the Verification Mission in Colombia reaffirm the importance for the peace process and the guarantee of victims' rights, the independent and autonomous functioning of the Special Jurisdiction for Peace (JEP by its Spanish acronym), a judicial mechanism agreed in the Final Peace Agreement between the Colombian Government and the FARC-EP that is part of the Comprehensive System of Truth, Justice, Reparation and Non-Repetition.

It is regrettable that, more than two years after the signing of the Final Agreement, the JEP still does not have a Statutory Law, a solid legal framework that guarantees its operation in full exercise of autonomy and independence, key principles that the UN, through the Security Council, has repeatedly indicated as indispensable. We fully expect that the JEP will receive, from all the country's authorities, the political and practical support for its functioning. This support will determine, to a large extent, whether victims' rights are placed at the centre of peacebuilding.

The Mission and the UN System in Colombia call on all parties to prioritise and accelerate efforts to enact the JEP Statutory Law. It is in alignment with international standards and we consider it essential that subsequent decisions taken on the objections presented by the President of Colombia ensure respect for the integrity of the Final Agreement  the independence of the JEP, the rights of victims to truth, justice, reparation and guarantees of non-repetition, and the legal guarantees extended both to those who have laid down their weapons and the members of the security forces and of those who have voluntarily placed themselves under the authority of the JEP.

The United Nations System and the Verification Mission recognize the need for the Special Jurisdiction for Peace to be able to ensure justice within the framework of the principles of truth, reparation and non-repetition, so that Colombia may progressadvance in its process of national reconciliation. We support and recognize the exceptional work of the JEP in contributing to the consolidation of peace.
